MI5 has issued a crucial alert to Members of Parliament (MPs) following the discovery of multiple attempts by Chinese spies to “recruit and nurture” individuals within Westminster circles.
During a session in the Commons, Security Minister Dan Jarvis revealed that Chinese intelligence operatives are masquerading as companies or external recruiters to entice MPs, Lords, and staff working in Parliament. The covert operation involves the use of LinkedIn profiles associated with two female personas in an effort to gather sensitive information.
Addressing a shocked audience of MPs, Jarvis stated, “Today, MI5 has issued a warning of espionage to members of this House, the Lords, and Parliamentary staff, cautioning them about the ongoing targeting of our democratic institutions by Chinese operatives.”
He emphasized that China places a low threshold on the value of information and highlighted that individuals with access to confidential data about Parliament and the UK government are being actively sought after. This espionage activity, as per MI5, is orchestrated by a cohort of Chinese intelligence officers operating under the guise of front companies or recruitment agencies.
Jarvis urged not only parliamentarians but also parliamentary staff, economists, think tank personnel, geopolitical analysts, and government officials to remain vigilant, given China’s broad definition of valuable information.
In response to these threats, Foreign Secretary Yvette Cooper engaged with her Chinese counterpart, delivering a firm message that such behaviors will not be tolerated. Jarvis announced the Government’s commitment to combatting “covert political funding” to eliminate potential espionage risks and disclosed ongoing efforts to introduce new measures to counter foreign interference.
In a communication to lawmakers, Commons Speaker Sir Lindsay Hoyle highlighted the attempts made by the Chinese Ministry of State Security (MSS) to establish connections within Westminster. The MSS’s agenda involves gathering intelligence and laying the groundwork for enduring relationships through professional networking platforms, recruitment agencies, and consultants acting on their behalf.
The alert specifically identified two headhunters, Amanda Qiu (BR-YR Executive Search) and Shirly Shen (Internship Union), who are utilizing LinkedIn profiles to reach out on behalf of China’s MSS. The warning from MI5 underscored the MSS’s objective of acquiring sensitive information on the UK for strategic advantage, outlining typical tactics employed by a highly active group of officers.
Jarvis disclosed plans to allocate £170 million for the renewal of sovereign-encrypted technology used by officials and an additional £130 million to enhance the UK’s resilience against threats posed by countries like China.
