Rachel Reeves is reportedly exploring the introduction of new higher council tax bands aimed at affluent homeowners. As the Budget approaches, the Chancellor is looking into targeting wealthy property owners to address financial gaps left by the previous government. While no final decisions have been made, Reeves has hinted at a possibility of increased taxes on the affluent in the upcoming Budget on November 26.

Insiders close to Reeves have mentioned the consideration of heightened taxation on high-end properties, emphasizing the need for equitable contributions from all segments of society. While discussions also revolve around a potential levy on property values or capital gains tax on expensive property sales, these options are considered less probable.

Reeves is expected to unveil a “mansion tax” imposing capital gains tax on the sale of the most luxurious homes, aligning with her previous remarks attributing Brexit and austerity impacts on public finances. The proposal includes the introduction of new council tax bands for England’s priciest properties, an idea initially explored by former Conservative Chancellor George Osborne in 2012.

Ruth Curtice of the Resolution Foundation think-tank highlighted the potential for a heightened council tax for high-value properties as a means to tax wealth and enhance property taxation. While this measure alone may not completely resolve property tax challenges, it aims to ensure that wealthier individuals contribute proportionately more, building upon the existing council tax system in place.
