European Union leader Ursula von der Leyen’s visit to Donald Trump’s Turnberry golf resort in Scotland last year included a pledge of stability through a 15 per cent U.S. tariff on EU exports. However, critics now view this agreement as one-sided, leading to ongoing American economic pressure on Europe.

Initially, the U.S. sought to reclassify certain European industrial goods for higher tariffs. Currently, a dispute has arisen over Europe’s intent to impose a digital services tax on U.S. tech giants, reminiscent of Washington’s pressure on Ottawa.

Following the European Parliament’s approval of the Turnberry deal, Trump threatened via Truth Social to impose 100 per cent tariffs on any European country implementing or expanding tech taxes. In response, European lawmakers are considering Mark Carney’s departure from U.S. trade talks as a lesson in standing up to coercion.

Former French ambassador Gerard Araud suggested that Canada’s firmness against Trump could guide the EU in dealing with the U.S. “Countries valuing democracy and the rule of law must unite,” stated Bernd Lange, a German parliamentarian leading the EU’s trade committee.

Europe has shown reluctance to challenge Trump on trade issues compared to territorial disputes. Trump’s attempt to coerce Denmark into ceding Greenland sparked condemnation and European military responses, emphasizing the importance of territorial integrity over trade disagreements.

Britain’s pursuit of trade stability with Trump yielded disappointing results, with exporters facing tariffs and losing competitiveness against global rivals. The threat of 100 per cent tariffs over the digital services tax forced a reconsideration by British officials, aligning with Carney’s warning of U.S. deal volatility.

Trade experts highlight the challenge for Europe and the U.K. to replicate Canada’s stance due to differing public support and economic dependence on the U.S. Despite the difficulty, the Canadian model of resilience in negotiations serves as a valuable example for other nations.

The reluctance of European allies to engage in trade conflicts with the U.S. stems from concerns about long-term relationships and the unpredictable nature of Washington’s policies. Declining confidence in Trump’s leadership globally indicates a shift in traditional alliances, impacting economic and security ties.

While setbacks have been encountered by Europe, the U.K., and Canada in trade negotiations, the possibility of future agreements remains open. Past failures in trade talks have often led to eventual successful outcomes, emphasizing persistence in reaching mutually beneficial agreements.
